Introduction Little Rock is the state capital and Arkansas’ undisputed historic, cultural, and economic hub. It is a seat of Pulaski County. Little Rock is bridge between the "Old South" and the "New South." It is also nicknamed "The City of Roses" for its many gardens. It is a blend between old-fashioned, small time ambiance and modern outlook and energy. It respects its past much as in the same way it welcomes its future with open arms. Arkansas is centrally located on the Arkansas River. It falls on the dividing line between the Ouachita Mountains to the west and the flat lowlands of the Mississippi River valley to the east. As a result it experiences all kinds of climate. Winters are generally mild and summers are hot and humid because of its proximity to the Gulf of Mexico. Heavy rainfall occurs during winter and early spring. Arkansas hardly experience snowfall but freezing rain is a possibility when cold air flow from the north meets up with the moist Gulf air.
